My next door neighbor has a cider fence thats been around for years and he hasn't put on any kind of wood treatment and its been rotting and there is a green mold growing on it and i was wondering if the mold could be harmful to people or pets?

It is most likely moss, not mold, and is harmless.

If it's green, it's moss, a plant not a mold.
Harmless.

After you clean your fence (bleach is the best and cheaper), DON'T FORGET to preserve the wood with a water-proofing sealant. The wood will last longer! Good Luck! :}

That is moss or algae. It won't hurt you.
But just to be safe don't try to eat any of it.

don't worry about it. It is not harmfull. if you don't like the look of it, you could just put some bleach on it.
