im going to become a foreign exchanged student....where should i look into? (where the speak english)

I'm a little concerned about your English above. The Netherlands is a great choice, everyone speaks English, then there's England and Ireland. For a more exotic locale, consider India, as it's the second language for almost everyone. Then there's South Africa. Florida State University has a campus in Panama where classes are taught in English, and many people speak English, but it helps to know Spanish.

First place to look is the programs offered at your school. Where do they have links with programs overseas? Is this HS or college exchange program? Need to make sure your credits will transfer BEFORE you go, or that you're willing to give up a semester.
