George Washington. While politically active much of his life (except when uniform), he never stoord for nor was elected to any office prior to becoming our first president.

Amy's answer of George Washington is incorrect. Washington was a member of the House of Burgesses, the elected legislature of Virginia, as well as elected as Chairman of the Constitutional Convention.

The correct answer is another military hero, Ulysses Grant, who was a pretty complete failure until the Civil War came along and made him a legend. He had held only military offices before becoming President.

A later answer is William Howard Taft, who had been a Judge as well as the appointed Governor of the Philippines after the Spanish-American War, but was never elected to any office except the Presidency.

Incidentally, the President elected to the most offices - Town Councilman, Mayor, State Legislator, Congressman, Governor, Senator, and Vice President - was Andrew Johnson, who became President on Lincoln's death and was never elected to the Presidency.
