No. There is a law (at least in California) that when a prisoner calls out, the person on the receiving end has to hear a message that says "You are receiving a call from a prison inmate," and then the person has to accept the call before any speaking can take place. Kind of like how you have to say "yes" to accept a collect call. So the prison phones are set up to play that message (to whoever the inmate calls calls) when they are calling out.

I cannot imagine that any inmates would ever be allowed to have cell phones. The same with the internet. Too many chances for the inmate to get into trouble with them, I would think.

Cell phones or Internet is prohibited in any correctional setting for these reasons:

1. The calls cannot be monitored.
2. They can plan to introduce drugs, guns or other hard contraband.
3. They can be used to plan an escape.
4. They can continue their criminal enterprise.
and many more reasons.

Although it does not mean that cell phones can be illegally smuggled into a prison, which has happened.

Actually, in our fine penal system prisoners do have access to the internet. Many of them take online courses and actually earn law & other degrees while in prison. I'm pretty sure that they do not have access to cellphones though. They also have access to a prison gym, library and tv room. Great, huh? And they also receive free healthcare. For ex., if a prisoner needs a heart transplant, the state is required by law to give him one whereas a civilian may die before their name is reached on the transplant list.

No. Some may be allowed a monitored phone call for goodbehavior. Prisons are drastically underfunded, especially private prisons.

You must be kidding right? You are not allowed to use the phone except for specific periods of time and then your calls are monitored. Computers are likely only in the lab or library and are totally limited to avoid problems.
