Turn off the supply valve under the sink and discoonect the supply tube. Hold a rag over the valve and turn it on and off two or three times. This should dislodge any deposits stuck in the valve.

First turn off the power to the heater. Disconnect the wires from the element. Test for continuity across the terminals. If there is no continuity then the element is bad. To change the element use a special element wrench(available at any big box or hardware store). This wrench fits the hex end of the element. Turn off the water. Drain the water . Many heaters use a screwdriver valve. A slot is cut into the stem. If there is no valve, you can still change the element. Make sure that all faucets are closed, place a towel in front of the heater. Remove the old element, make sure the old gasket comes out with it. Install the new gasket onto the new element and install the new element. Re-connect the wires and refill the tank. Turn the power back on. Done. This takes longer to type then to do.

The only thing I can think of is the main water supply at the meter is off because of making repairs. Too try and use the Pop Off valve. It has a lever on top of it you pull up and it releases trapped air inside the water heater tank.

You're going to have to prime your pump. You have to bleed the air out of the pipes.
