If you wish to be a foreign exchange student somewhere for a year it will be very expensive no matter where you go. The cheapest places I have heard of would be Ireland or Scotland among the English speaking nations.
You got to figure that you can spend $1000 or more on the airplane ticket alone and then you need spending money for a whole year, there are program fees, insurance fees, and many others. For me, in college, the cheapest program I saw charged me about 12000$ for 2 semesters with everything included.

There are many options: academic year, semester, summer. Some are sports oriented (soccer), while others are cultural exchange. Austrailia will be expensive, as the airfare is high. Check out AFS, one of the oldest programs in US, then look at AYUSA and other programs. Make sure it's a CSIET approved program. Different programs have different costs. Sometimes your school has a Club and there may be a partial scholarship through the school or the program. Look first at the programs which bring students to YOUR HS. Start working on it NOW>

I don't think all programs are that expensive. Here are some sites that list foreign exchange programs for high school students:

You can learn about different locations to visit by going here:

Good luck!
