If you mean the practice of planned parenthood, I would say that by limiting the number of persons being born, there would/will be a great impact on global warming, pollution, disease, wars, famine, etc.

Everyone: quit having so many babies! It is paramount not only to the survival of Mother Earth but Mankind's very existence. The Govenment cannot solve everything (if any thing at all).
