While I'm not sure whom you should report to, I can only suggest painting and cleaning with strong cleaners such as bleach mopping the floors or Lysol daily or weekly for a while. Strong odors will make them run but if you are in an apartment you'll have to keep it up because the other apartments will be shelter for them until it's safe to come back to your place. Painting the walls or woodwork is extreme, I know, but it does rid them. If that's too much work tho, just keep cleaning with heavy smelling cleaners and nothing that smells like food!! I see there are fruit smelling cleaners these days - avoid those.
If you have carpets once every month or two spray Resolve carpet cleaner around and use something to work it into the rugs. They hate this too. When using any heavy cleaners remember to keep the window open for at least a few hours so you'll be safe to sleep that night.
If you have pets, keep the food bowls up at night so nothing is available for roaches. The pet will have to get used to being fed only during the day.

I can't tell you who to call but try this: In most hardware stores, an item called Boric Acid will do the trick. It comes in powder form and comes in a container similar to the ones used in a caulking gun. This is 'Squeezable' so you can place this under baseboards, back of sink crevices, etc. I know what you are going through and have done my own exterminating with major results. At least give it a try... It's cheap and it works. Be careful if you have "small" toddlers and watch the places you place this if you do.

The government doesn't run everything; isn't in charge of everything!!! Good grief. Call a pest control company and have them assess the situation. Then call an attorney to see what your rights are in the city, county, state. Roaches carry disease and could endanger your health. You might try the health dept govt agency as a matter of fact. They care about health hazards....

get some fumigating "bombs" for each room, set them off and leave the house for a couple of hours when you return get ready for the clean up. then repeat every month then 2 months then three months so on and so forth
