At this age all a baby can see is shadows and blur...I wouldn't be concerned just yet, give the baby some time!

This is completely normal... my baby didn't blink much in the beginning and I also wondered this. They can see... and they are tested when they are born. If your brother's son couldn't see, he would have been notified. A baby can't see far though, the best sight for a baby is about 10 inches away from his face.
Babies don't really follow movement or actions until they are about 2-3 weeks old.

Yes its normal for them not to blink because they have not comprehended what striking is, or have not grasped the concept of being hit so the infant's eyes will not close. Its similar to pets, if you do not hit them, you can make the motion of tryign to hit them and they wont flinch. You can see however, if the pupils dialate by making the room light and dark to see if the pupils respond, or getting something very colourful or resembles a face and see if the baby looks at it. I wouldn't keep doing the waving thing however, the infant's eyes are very, very delicate.

ABSOLUTELY! They can see from the minute they are born. Actually they can see inside the womb. You just need to be very close to the face to get them to focus in on you. You would think that the baby would blink or move or some type of reaction even a facial expression of some type.

Human children, unless born blind, can see from the moment of birth.

Why are you waving your hand in the baby's face? Do you have a reason to believe his eyesight is poor? He may not blink because he likes the motion, or because he's used to you doing it. If he doesn't seem to notice things like mobiles or lights, then you have something to worry about.

Yes, it is normal. Newborns do not always possess a blink reflex, it can take a few weeks.

My son was nearly 2 months before he blinked, up until then you could touch his eye ball if you wanted...lol.

yes it is very normal, the baby will and should get at least some of his full sight with in another few weeks to a month. Right now everything is just a blur.Thats why babies resopnd better to sound than sight.

I was wondering few years ago too but I was a kid and I thought they can't see when they're newly born just like they don't start growing teeth right away....but yeah they do...unless they're blind.

Babies can see at birth. If this one can't, he may be blind. Blind babies often startle and cry when picked up, as they have not seen you approaching. they can turn their heads toward sounds, but not light. Get the baby checked out if you think he is blind.
