You would also have to sue every congress member and senator that voted for the appropriations as well.

Oh, and since he is protected by immunity for his actions as president you would have to get him to agree to waive that immunity.

Yes because our military doesn't need to be paid for their hard work. That was sarcasm if you didn't catch it. You can't the President because you don't like him and the war. Educate yourself before you rant.
