I will do #2.

Let x = # of miles it was driven.

This may or not be over 100 miles!

charge C(x) = { 40 if x <= 100
{ 40 + (x-100)*.2 if x>100

The simplest I can think of right now is a piece-wise function.

Since the total charge was $70, obviously, it was driven MORE than 100 miles! We use the second piece:

70 = 40 + (x-100)*.2, gather

30 = (x-100)*.2, divide by .2
30/.2 = x-100 or
150 = x-100 or
x = 250 miles total.

I only understand the second question.
70 = 40 + (n-100)0.2 where n is the number of miles traveled over 100 miles.
