Use the fact that in equlibrium the sum of torques is equal to 0.
(a) Consider rear wheels as a pivot point. Then m*g*(2.5 - 1.02) = 2*Ff*2.5, so Ff = 1000*9.8*1.48/5 = 2900 N
(b) Consider front wheels as a pivot point. Then m*g*1.02 = 2*Fr*2.5, so Fr = 1000*9.8*1.02/5 = 2000 N
