FEMA was held back by incompetent administration during Katrina - criminally so.
They have rescue units on call throughout the country they can call on and SHOULD mobilize in a disaster.
This is exactly what should be happening. Unlike in Katrina when resources were standing by and were told to wait or sent to ridiculous "staging areas" instead of into rescue.

Firstly, it is FEMAs job to go to disasters like it or not. Now even though their performance was abyssmal in New Orleans and I feel borderline criminal, I have heard that they are actually doing a good job this time.
PS.... I am sure that the number of wealthy and probably politically connected people also has something to do with their performance as well.

FEMA screwed up in New Orleans for sure, but they also did a ton of good.
They NEVER made a bad situation worse, they actually made it better but made some mistakes in doing it.

no, I give him credit for offering help here right away, he's done many bad things while in office and I think he's an awful president (possibly the worst), but you have to give credit where credit is due
when you start blaming bush for EVERY issue you stop being a rational person and start becoming a fanatic
