The problem is Turkey dont accept laws from another country and the Turks are very nationalists they dont care about other nationals.

He forged my signature and made Turkish passports at the Turkish Embassy. I was wondering, I am from Singapore, how does the Hague Convention works from Singapore, please advise.

It is Singapore custody and Singapore is not part of the Hague Convention, any other suggestions?

TURKEY became a signatory to the The Hague Convention on the Civil Aspects of International Parental Child Abduction on August 1, 2000.

What the convention requires of member states is to facilitate the return of children who are unlawfully removed or retained to their country of habitual residence.

However, to succeed in such a hearing, you would be required to file at the Hague (international court of final jurisdiction) AND have an existing court order from the U.S. which does NOT allow the father to take the children out of the country without permission of the court.

International Child Abductions Remedy Act (ICARA) is the legislation that implements the Hague Convention in the United States.

You have other remedies such as the Parental Kidnapping and Prevention Act as amended by the Visitation Rights Enforcement Act (PKPA): The PKPA is a federal statute, which applies full faith and credit principles to child custody and parenting time orders issued in substantial conformity with its jurisdictional and notice requirements. The PKPA does not require a parental kidnapping to take effect and is applicable to all custody and parenting time proceedings that involve out-of-state decrees.

Also, because the FBI has no jurisdiction outside of the U.S. and no foreign presence in Turkey, your ONLY option is to contact the U.S. Department of State at 202-736-9090

EDITED BASED ON POSTER'S COUNTRY:
The fact that you are from Singapore has no bearing on the issue. If your custody order was issued in the U.S. (IF one exists) then the U.S. would have standing, not Singapore.

Call the Police and Embassy dont give up hope they your kids, have you got a court order for residency ? How did you allow your kids to be taken by your ex, you should of called the Police and they would of done a all port and airport alert, for them to stay in Turkey he needs to get them Turkish nationality which could be difficult if they born outside turkey.

Check your finalized divorce papers. Look for what kind of custody you have. If it is joint w/ you as primary, call a lawyer. If it is simply joint, call the lawyer anyway. Most will give you a tiny bit of help for free over the phone. If this isn't any help there are state run organizations such as legal aid, contact your local bar association for the phone numbers. He may have legally kidnapped the children so going by the book is a good idea in a case like this.

Whats his native country?
What are the custody arrangements?
Did he have your written permission to take them out of the state/country?

Youll have to give a few more details before anyone can really answer this.

If indeed he is from Turkey,there is nothing legal you can do.

Did he have court permission? If he did you must reason with him... If not then he is breaking the law. Contact a lawyer, the courts, attorney general, US embassies over there... etc. and God bless you

Call the cops need to send out an aber alert and then you need to call the embassy of the contry that he went to report your children missing.

My grand mother knew someone whos kid also got stolen by her husband but he returned and she got back her kids i think its just a matter of time but if not what country did he go to is it in Europ because then i know its gona be ok

I know this sounds drastic but your situation requires such measures. Find someone who would go there and get them back for you. There are those trained in these matters and they do excellent work. It's risky and dangerous but it can be done! I know I would give it everything I can muster up to get my children back. I would not allow anyone to stop me!

h..Call your local representative or State Senator before you do anything else..the only way to expect cooperation from other governments to our asking for resolution to this awful and private agony is , unfortunately through diplomatic channels.If this is real//you know what your next action should be..wasting time here will not help resolve this..my heart and prayers are with you.
