Evaporative cooling (swamp cooler) uses less electricity but it has much higher maintenance (change filters, change water mats, float valve, lime scale buildup, motor and belts for water mats) and if not maintained can cause damage to your house (water leaking, roof damage etc) it also uses a lot of water if you live in a desert area. Also, it loses efficiency when it is humid outside.

Air conditioner uses more electricity but it is easier to use and almost no maintenance (change filters, make sure condensed water flows outside of house)

Depends on where you live. If you live where it's humid, evaporative cooling doesn't work too well, besides causing mildew. In the desert though, it's ideal. In desert conditions, they put evaporative cooling on the roof sometimes, because it needs to be in the sun to work the best. Also, windows have to be left slightly ajar to direct air flow and let some of the moisture out. Refrigerated cooling needs to be in the shade. Refrigerated takes excess moisture out of the air and the house has to be shut up tight. With evaporative you get fresh air in the house, with refrigeration you get indoor air pollution.
