The 3 campaigns, Prophecies, Factions and Nightfall are all stand-alone games. You can buy any of these that you wish.

Eye of the North is an expansion package that requires that you already own one of the campaigns.

No you don't unless you want to get the new expansion Guild Wars: Eye of the North.
