Proofreading is generally considered to be the last step. Editing (also called copyediting) is the point in the process where you can do substantial re-writing, move a paragraph, rephrase a sentence, etc. When you're at the proofreading stage, generally the only changes you can make are minor ones: fixing spelling, punctuation, words left out, etc., because by the time you're proofreading you're generally close to deadline and there isn't time to make more in-depth changes.
