There are several signs #1 you may see coolant leaking from the bottom of the pump. #2 it may make a noise like rattling. #3 It could freeze up and squeal. #4 if it freezes-up and the belt breaks The temp. gauge show hot (or red light comes on). For the BELTS if you see a lot of cracks or pieces missing change a.s.p. If see or hear any one of these things replace it a.s.p.

I'm curious if you meant to ask about the timing belt - rather than the main drive belt. I ask because this may have been recommended to you by someone based on your mileage.
With many vehicles, the timing belt should be replaced at about 60,000 miles. Check your owner's manual. But if you're replacing the timing belt on many of those cars, you also want to replace the water pump. The reason is simply cost. The water pump is a fairly inexpensive part. But the labor costs quite a bit. So you replace them both at the same time so if the water pump goes 3 months down the road, you're not stuck with that bill too.
If you mean main drive belt (probably serpentine belt) and the water pump, you replace them based upon wear, just like others explained here.

Unless you plan to do it yourself or really "know" a good mechanic, take it to the dealer. The price is a bit higher, but you will get genuine Honda parts, sound of mind that it's done right, and your car back in 1 day. Just about any other shop will buy the cheapest parts and don't have near the experience with your car that the dealership does. If the belt is put on wrong(out of timing)it could result in serious engine damage, like bent valves or worse. Also, that $600.00 should include the timing belt tensioner, (bearing and pully) new front main oil seal, plus about 8 other seals(little ones on the cam shaft ends valve cover, seal around each spark plug, and the timing cover seal) The water pump and seal also, which is very important to change because you have to remove all the same parts to get to the belt, and if the water pump starts to leak you need to replace the belt again. I just did my 1999 CR-V last fall and the parts (all Honda) were nearly $300.00. I also changed a motor mount, all my hoses and other belts too. If I keep it long enough that it needs to be done again, I'm taking it to the dealership even though I had no troubles, it's a lot of work.

The water pump will leak anti freee. The main belt Im assuming it's the " serperntine belt." You look at the belt and see how many cracks it's got. I like to replace them at 3 or more cracks per inch

Generally, the belt will squeal when it needs to be replaced, or worst case break or shred. Make sure there's no splits or cracks in the belt. Very minor cracks don't matter unless they run with the belt, not across it.
Your water pump will generally either leak, or seize up before replacement is necessary.

It is diffucult to inspect the belt. consult the manifacture. These belts get normally changed after a certain distance.
The water pump will most propery start leaking or will have a sqeeking noise. Have a look at the head gauge while driving. if the motor runs warmer the usual your pump might be faulty.You do not want any of this brake while driving,

Water pumps have a weep hole on the bottom, and when the bearing and or seal inside the water pump begins to crap out antifreeze will begin to leak past the seal and drain out the weep hole. If you notice a few drops of antifreeze in your driveway have it checked. On the driven side ( inside face) of the belt if there are any splits or cracks perpendicular to the belts natural rotation it needs replacing.

when the water gets bad you will notice some slight increment on temp on your dashboard but sometimes dont do nothing and just simply get totally broken, same thing happens with the belt it can announce you it will get broken or just suddenly get bad with no previous notice
so if your car has lot of millage is time for changing and dont wait until some signals appears because sometimes it dont show nothing at all
