Location and determination are two big factors in pursuing an acting career. No matter where you are there is usually some work in commercials or as an extra. Generally, if your close to a university they almost always have courses in drama/theater.
To get back to the point, if you really want to be an actor I suggest moving to LA, Las Vegas, or New York. There are probably several more cities, but I believe these are the big three.
Take acting lessons, avoid being an extra, though you may have to at times. Audition for every part you find available, even if you're not really interested in it. There's nothing like experience.
Search the web for theaters and production companies. They usually list auditions. I could go on and on but I don't want to spend all day on this one question.
I will tell you I took acting lessons in Las Vegas a couple of years ago, and was also a member of the Las Vegas Improvisation Group. There is a lot of work involved.

The best way is to be very very well prepared through experience, training, and guidance.
