I've seen this in a few "official rules" for sweepstakes that are open to US and Canadian residents. Why are Canadians required to answer a simple math question before they can be granted a prize? Is this a Canadian law of some sort?

Edit: Also I've seen this on video contests/skill contests- not just contests that are based on chance.

Because Canadian law does not permit contests that are based solely on chance. There must be some "skill" involved.

I cannot cite the specefic law but it has to do with our lottery laws. It is essentially to the point that our law forbids "gaming" by anyone than a governmental body.

By answering the skill testing question you essentially bypass the "gaming or lottery" technicality as you are in essence being paid by the company holding the draw or lottery for answering the question and not for winning the draw.
