If you don't know the answer to this already, then No you can't. The only way it can be done (without sending viruses) is if you're networked with that computer and you have administrator privelages.
Deleting files from someone else's computer is the same as stealing or damaging thier comp and you could pay for it later.
If they have something on their comp that you don't like, tough stuff ! You shouldn't put anything on a pc that you don't mind being public.
Sorry if harsh - but the truth aint always easy to accept.

You can delete it from other persons computer if you use or write some trojan or if the person is asking You to delete iot then u can go for remote desktop assistance , if u want to do it secretly then its illegal according to law.

Yes it can be done. Is it on the same network as you or over the internet. You could right aTrojan and send it to him....but unless you really know what you are doing don't even bother trying.
