If you're talking about the GTAVC version with Tommy vercetti as the anti-hero, you can't fly any planes, which would be located at the airport. The only plane you could fly would be the r/c biplane.
The Vercetti-version only allows the flight of helicopters.

There are no planes in Vice City (only Helicopters.)
