Yes, there are couple ways to do that.
If you just want to dial the number without talking, connect the modem (yes, since you have a laptop, you should still have one of those.) to a phone jack.
Assuming you are on WinXP, you can go to Start -> Programs -> Accessories -> Communications" You can either setup "Send a fax" or use the "HyperTerminal" interface. Basically, you are using your laptop to dial out a phone number, which is your cell phone. That would at least ring your phone to see if it's somewhere in your dwelling.
If your phone is lost at a public place, and you actually have to SPEAK via your computer (internet) to a phone, then you will have to use a service like Skype. http://www.skype.com which involves $.
There is no easier way around that since you'll need a provider to go from voice-over-IP -> soft-switch/voice gateway -> POTS (plain old telephone system).

I think he was going to keep it! Why else would he use it! It makes no sense... I'd have him pay for the calls he made... even thought it's prolly not that much! Just let him know he was doing wrong! He had no right to take the phone and he def. had no right to use it to call whom ever he wanted! He could have called HOME or reported it to someone in the airport!

I would use a land line phone. But I used to use a service provided by http://www.ICQ.com to send text messages to cell phones in other countries even. Send a text and ask whoever has your phone to give it back? Or use someone else's cell phone to text your cell phone?

Yes you can use Skype to call it but you will have to pay for the call if it's answered I think!
