It depends upon an individuals personal views.

China has supported some unpleasant countries since becoming a member.

France has a lot to answer for with some of its behaviour in international events.

Russia has also a lot to answer for since it became a member (following the separation of the Soviet Union). It has supported some bad regimes.

America would be the worst villain. It has supported numerous right-wing dictatorships over the years plus installed a number of such dictatorships by force. It has been instrumental, directly and indirectly in starting a large number of wars and other conflicts. The US has violated countless number of international agreements. The US has consistently been several years behind in its payments to the UN.

Britain has made a few mistakes over the years, but I believe it has been the best international citizen on the UN Security Council.

It is China, which is happy to support murderous third world regimes like Sudan's, which is committing genocide in Darfur, and meanwhile China blocks UN resolutions that are designed to stop it.
