I see other peoples pictures with borders and neat looking touch ups. That is what I am looking for!

You could go for gimp http://www.gimp.org
It's superduper powerful. Just make sure you know, the documentation is all online, unless you download it (long process). There's a book you can buy, too.

Gimp's a sort of unfamiliar interface for some. If you don't ALREADY KNOW the name of the image you're going to load, then you have to select it from perhaps a thumbnail display of a folder in My Computer.

And Gimp doesn't give you one window to work with, but rather a floating set of "toolbars" like, one for the image being edited, one for the paintbrush tools, one for the history stuff, and like that, you move these toolbars all over the screen as seems convenient. Weird to get used to, at first, but really convenient, when you think about it.

But that's for pro-photo editing and, if you're just "touching up" it may be more overwhelming than you want.
