it is not a coincidence, it is called prejudice
the crime has to do with the poverty - crime is always higher in poor areas. The poverty is caused by the prejudice.

The answer to your question is quite complex and involves many important details. Consider this though. Black in this country have had to stick together and depend on each other in a way that no other group has. Part of this dependence involved teaching the younger generations about life in America as a black person. Life has changed more quickly than the teachings have changed. Several beliefs and prejudices are simply outdated but still exist. Though these things are taught with good intentions, they actually serve as a counterproductive force in modern society. This alone is only a partial factor involving the African American culture in the southern USA. Many more factors are involved in the equation.

I think that it was a conspiracy theory in the past. It's pretty obvious to anyone with the thimble full of common sense that obstacles were thrown in our ancestors paths of success and that throwing continued until about 30 years ago. Heck, we weren't even "fully human" until the 20th century.
That being said, I do not think the consipiracy continues today in terms of my definition of conspiracy. Certainly, there is more temptation put into blk neighborhoods (liquor on every corner, pay day loan places right next to the liquor stores, etc. that you won't find in a wht neighborhood) and there is a double standard in the justice system but it's not the full on conspiracy of yesterday.
I know that we've been in this country for hundreds of years - some of our ancestors even fought in the revolution only to be thrown back into slavery - but you can't think of it in those terms. Think of it in terms of how far we've progressed in the last 30-40 years. If you look at the poverty rates then for blks vs. now, you will see a vast difference. If you look at the number of wealthy blks then vs. now, world of difference. In fact, two of the richest women in the world are blk. Look at the levels of education then vs. now, again vast improvement. Rome wasn't built in a day and just as whts are silly for thinking that the prejudice that has been so pervasive for so many centuries disappeared in 40 years, it's equally silly to think that the divide that institutionalized racsim created is going to disappear in 40 years. We're making huge strided, however, contrary to popular opinion.

There is covert action against black ppl. It is documented that drugs were planted in black neighborhoods by the FBI. In fact charges were brought against them for this very reason. Do a search & you should be able to find it.
Also sentences for black ppl are more stiff for crimes than white ppl. This is also documented. Along with this, racial profiling is very real. While some black ppl do commit crimes, there are many more that don't.
The FBI supplies drugs in this country. You certainly don't see any black ppl flying to Columbia or wherever to get them, so how does it get here? So in addition to supplying them with drugs to sell in the first place, they have instituted harsher penalties for getting caught.
The impoverishment of black ppl is two-fold. In the US many African Americans contribute to their own impoverishment b/c black ppl now have more opportunity to be successful. But there IS an unseen hand that makes it harder for black ppl to climb that ladder.
Africa is controlled by white ppl, who also control the amount of aid that actually gets distrubuted to the ppl. They are also controlling the economy, so that's a whole different story.

While much of what you assert is true to some extent, it is certainly skewed to your belief and lacks a complete analysis of the actual factors. I suggest that you ignore the race, and look to see if there are other, more realistic casual factors for these assertions.
