try looking in bahara or naif, there may still be studio flats that will fit your budget. the neighborhood though may not be that nice. sharjah is also an option or if you have a car and is willing to endure the traffic going to and from dubai everyday, you can try ajman. a nice spacious two bedroom flat here will only cost you 33-35,000/year. goodluck!

with that budget, i dont think you can get anything for a family. If you are single, it's possible to find it by the sharing accommodation in Qu Sais.
Just like the above comment, try Sharjah!
