1/3-2i then multiply numerator and denominator by the conjugate 3 + 2i

1(3 + 2i)/(3-2i)(3+2i)
=(3+2i)/(9 - 4i^2)
= (3+2i) /(9 + 4)
= (3+2i)/13
=3/13 + 2i/13

Just multiply the top and bottom by the conjugate and divide by the real number you get in the denominator.

1/(3-2i) = (3+2i)/((3+2i)*(3-2i) = (3+2i)/(9+4) = (3/13) + (2/13)i.
