If the scooter is less than 50cc, you can ride it on a car licence.

If the scooter is between 50cc and 125cc, you will need a provisional motorcycle licence and take a C.B.T. course.

If the scooter is between 125cc and 650cc (which is the largest capacity engine fitted to a scooter), you will need a full motorcycle licence.

Depends on the state. Some states with a 50cc "scooter" You don't even need a license plate ( Colorado ) Where others you need a full motorcycle license ( New Jersey ). Best bet is to check your state's DMV website. Look under 50cc Motorcycles. "Scooters" is a type of motorcycle, and a Moped is a 50cc motorcycle with pedals like a bicycle. DMV's wont' talk to you if you say scooter. You have to reference as a motorcycle. Also there are scooters that are well over 50cc.

you can't ride ANY bike on a car licence that was abollished in january 2007. Mals 2008 is spot on you will need to pass a cbt and get a provisinal licence.

50CC - 125CC you need a provisional, L plates and to have passed a CBT.

You can then ride the scooter on L plates but cannot take a pillion passenger.

If you pass your test, you can take a pillion passenger, and after 2 years you can ride any scooter/automatic motorcycle with any engine size.
You can also ride any engine sized motorbike on L plates before you do your motorcycle test.

Where do you live? Requirement vary quite a bit depending upon country, state, and sometimes even municipality.
Contact local department of licenses. Check online for regulations regarding this matter.

State laws vary... some states require a motorcycle permit, whereas others only require a valid vehicle drivers license. What state are you in?
