Sometimes WalMart has a really good deal. Check at Staples and other stores. Sometimes you will find an Acer for about $500.

I can't speak for Washington DC, but in every other city in the world, the local newspaper is full of Ads for cheap PCs. Not to mention all the Flyers.
If that's not enough, go shopping, there must be lots of Computer Stores in DC.
Finally, go online, Dell, HP, Acer and Apple (Google for them) are just a few of the many websites that sell their products over the web.

They have some really great deals, someone previously posted specs of a computer they recommended you. You could get the same computer with 1 gb of ram and a tad bit better specs for 499.99.
