Sure. It started in the cities sometime in the late 70s or early 80s as the hippies started getting jobs and needed to look more professional from the front. They still wanted to look like rebels when they went out, so they only cut part of their hair. The mullet then represented some success but a rebellious attitude. As time went on, people started to realize that this attitude was stupid. Eventually, only people with lower intelligence still thought that it was cool.

Yes, in the early 1970s.
Although the 'mullet' label was not coined by the Beastie Boys until the 1990s, it is a classic haircut for dopes who can't accept that the early 1970s have gone.
In the United States the clocks were stopped in about 1973.

Few people admit it, but in the early eighties, almost every guy had a mullet. Even some girls styles were mullets. And yes, we thought they were sexy. Sometimes it's good to grow up.
