Normality is usually set by those people who make up a society by their customs and practices over a period of time. Norms can and do change over time.
Some examples: 1. Discrimination against black people. Although it still exists, it is not nearly as bad as it was 50 years or so ago. 2. Discrimination and rejection of gays and lesbians is not as bad as it used to be. 3. Couples are now living together, having sex and even children prior to marriage.
I realize that many people who read this are going to protest these examples as being normal simply because they are in conflict with their moral views, etc. But these are my own personal examples of the question you have asked and, not those of others.

Norms are defined in laws, and they are made to give structure and order to reality, to real life, in such a way that they protect society from too much chaos. Before they are defined in laws, they are subject to public debate. The most common and proved of system which people follow to have a public debate, is democracy. So we can say that in democratic societies, as much people as possible (ideal situation would be really everyone) set normality in life, as soon as life pattern-changes occur. So if you would be aware of norms that are NOT yet set in law or of pattern-changes, please act and join the debate.

we all do by wanting to fit in.
Normal is what most people are doing and therefore what you have to do in order to be accepted by most others. We make something normal when no one is willing to forgo social acceptance to go against the idea.
If you have a new idea and persuade enough people to accept it this can become normal too, but you have to fight against conformity in order to do this.
