Every Fall/Winter, I see news stories of space heaters causing home fires. I have not used them in the past but in our new home it will be unavoidable to use one in the basement. Idon't know which is the safest type to buy.

Most of the fires are caused by misusing space heaters or using really old ones. For example, if you set up a space heater from the 1950s under lace curtains, you'll probably have a roaring fire soon.

Most modern space heaters are very safe if used properly. I think you'll be fine with either ceramic or oil. Both have low serface temperatures (~120) which is below the combustion point for most everything you have in your home.
