It is an absolute typing (word-processing) margin, the character you type at that position is the absolute last character you can type on that line. As opposed to a soft margin which is flexible by a couple of characters (depending on the word-processing programme and/or the variables you've selected). Thinking of a typewriter analogy, the bell 5 characters short of the margin-stop would be a soft-margin and the margin-stop where you can't physically press down any more keys would be the hard-margin.
