I am 16 and want to move in with my partener, my partener is 17 and i am nearly 17. I have friends that live in council houses that are 16 and was wondering if i could do the same, but i want to rent one. Can I?

Dude! It depends on where you live! In Belize for example your age is immaterial, if you can afford the rent your in!

Sadly you don't say what country you want to rent in. If you can't be bothered to structure your question fully.

You need to be 18 to enter into a legally binding contract.

IF U HAVE A LEGAL GUARDIAN THEN YOU CAN GO FOR IT.GENERALLY A PERSON BELOW 18YRS IS NOT CONSIDERED TO BE A MAJOR.THIS APPLIES ONLY WHEN U ARE UNDER A CONTRACT.IF THERE IS NO CONTRACT THEN YOU CAN RENT THAT FLAT.
