I think it has less to do with the importance of the person murdered. My understanding is that in order for it to be an assassination, the person has to be murdered for idealogical or political reasons. But different places define it different ways and so what constitutes an assassination and what doesn't is up for interpretation. But it's not really how well known you are. It has to do with the motivation behind the murder.

I think so, that is how I understand assassinate to mean and why do the assassins have to be known by their first, middle and last name?
