why are members of Congress reluuctant to pass laws that give them new benefits or higher pay?

Fear of chasing away potential voters.
Politicians always fear looking greedy during elections.
Don't for a minute believe that it's because they have a conscience because there aren't very many that do. You just wait & see how fast they vote for raises when it's all said & done.

Amendment XXVII (1992)
No law, varying the compensation for the services of the Senators and Representatives, shall take effect, until an election of Representatives shall have intervened.
They don't want to risk losing the benefits they already have if the electorate decides to kick them out after voting to increase their own benefits.

They are worried the people will revolt they already have !!! THEY GET KICK BACKS THAT WE DONT KNOW ABOUT !!! Be real have you seen what they have done and spent and they lied to us but we voted we have no say !!!! We need to overhaul this government now before it to late they sold us out wake up !!!

I did not realize they were
our states legislature has no problems voting themselves pay raises every year while providing us with a corrupt gov

I have never noticed them to be hesitant about voting themselves a raise.
