No, not Kobe Bryant.
Anthony Parker 12.4 points in 33.4 mpg
Parker's teammate TJ Ford comes close to the player in question.
TJ Ford had 14.0 points in 29.9 mpg

Actually I found out that there were three players to average at least 15 points while playing below 30 minutes, In order of totaled points:
Shaquille O’ Neal had 40 games and averaged 17.2 points in 28.4 minutes of play.
Manu Ginobili had 75 games and averaged 16.5 points in 27.5 minutes of play.
Wally Szcerbiack had 32 games and averaged 15.0 points in 28.1 minutes of play.
Great trivia again by the way...
