Your question should be "How DO words equal change" words is plural. Obama is a change in that he is not a Clinton or a Bush. For the last 20 years there has always been a Clinton or a Bush in the White House. Each time a Clinton or a Bush is president the same network of old cronies gets power. Maybe that's why things never change in Washington. When a Bush is in power the Clinton crowd is turned out of power and are promptly hired by the Bush people. When a Clinton is in power the opposite happens. The truth is they trade hats for a while but it's always the same people. Have you ever heard the saying " a new brush sweeps clean" It means with someone new in charge can get rid of the deadwood, the crooks, and the cronies. Hopefully it will take a couple of years before the new guy is as corrupt as the CLintons and Bushs. But it is way beyond time to clean house!
