I have spend a day in downtown, why is that the time doesnt pass when i return home?

Because when you leave and go to a community lot, the game saves the time at your house and when returning, it is the time when you left your house.

This is normal.

That's the way it works. There has been a fair amount of discussion of this and no-one is quite sure why Maxis haven't implemented a time change feature. It's possible it's just too complicated to do. If you send one sim of a family downtown for the day and return at 11pm - you either have to have the rest of the family lose the day or keep the returning sim out of the lot until 11pm. The last option sounds attractive but there can be problems in saving the game with family members off lot.

There is, in fact, a mod which will allow you to do just this. I think it's by TwoJeffs - he's a good hacker but I leave it to your judgement whether you want this in game given that it might cause problems. However, I can't find the link right now - I'll try and find it.

That is just how they programmed it. It saves your lot whenever you leave it to go to another lot. When you go on vacation it does the same thing.
