I know this houses most of the places in Japan with the highest costs of living, but if you were to compare them (Gunma, Tochigi, Ibaraki, Saitama, Tokyo, Chiba, and Kanagawa), which would turn to have the least cost of living? I wouldn't want to live any farther from this place, so I'm asking.

I don't think you would find much difference in the cost of living between say...Takasaki, Gunma and Mito, Ibaraki. Gunma, Tochigi and Ibaraki have any number of unfashionable towns that are a long haul from Tokyo that are not expensive places to live. Saitama, Chiba and Kanagawa are not as far from Tokyo.

I would say Maebashi in Gunma ken...it is a small, boring city, and their is no beautiful place neither onsen there. Even the trains are rare...
