Numbers can only be used only once,
times, divide, plus and minus operations can be used.

And is there any way to figure it out other than random guesses?

(21*94) + (2+6)*5 - 7 =

1974 + 8*5 - 7 =
1974 + 40 - 7 =
1974 + 33 =

Depends on whether you can use exponents, factorials, etc.

Some are easy:

2 + 0 + (0 * 7) = 2
7 - 2 + 0 + 0 = 5
7 - 2^0 + 0 = 6
7 - 2*0 + 0 = 7
7 * (2 + 0!) + 0 = 21

94 isn't possible, from what I can see.
