They're dry because there is a mountain range blocking the rain from reaching them. They're hot because there aren't many clouds, nor is there much vegetation.

1. If there is a mountain range between the area and the ocean, then all of the moisture will fall from the air as rain as it rises over the mountains. Only dry air will reach the other side - it is in a 'rain shadow'. This can help form deserts.

2. Umm close to the equator, so sun is more vertically overhead and so is stronger?
