If they can't see in the first place, why the glasses?

Because most blind people normally have their eyeballs rolled back due to not being able to control them visually. They generally don't want to scare people.

Many conditions that cause blindness also cause various deformaties to the eyes. These disfigurements can be upsetting to people who aren't used to it. Many times the dark glasses are worn to be polite, and not upset others.
Also, even those who's eyes are not disfigured, they are not functional, so they tend to wander and of course do not make eye contact. This too can be disconcerting to others as we are not used to it. So again, it is to be polite.
Lastly, it is often a quick and easy sign to others that they are sight impaired. By people already understanding that they are blind, it saves them the trouble of having to explain to someone that they cannot see.
So again - it is both for politeness as well as a signal to others of their condition.
*Not all vision impaired persons choose to wear the dark glasses however, as some view them as degrading and stereotyping.

They explain that in the movie "Ray", there is a scene where Ray audiences for a country music band. When he starts playing the piano, the leader of the band takes sunglasses from a woman and puts them on Ray. The leader of the band said he did it because " someone would be scared half to death, to see a blind man playing the piano" :) It is a great scene and a great movie :)

Because sighted people are usually bothered by the lack of eye muscle and focus.

Least that was what I was told- by a blind class mate in HS

Because some blind people have really munged up looking eyes. Like some are white, some are fully closed, etc.
I guess it's for everyone else, maybe some people get freaked out by it because they look different?

Because their eyes tend to roll to the back of their heads. It's to be nice to the people who aren't blind.

because they choose to hide what the can not see, like the thing they do not have they dont feel confortable with others seeing if they are unsure themselves. Have you every notice sometimes deaf people choose not to talk and when they do they sound different (no offense to any) but its because alot of the times they cannot hear what they are saying so they dont want others to hear it if they are unsure of how they sound.

so that no one can see their eyes, especially when it is very ugly to look at.
since Ray Charles is an artist, he cover his eyes to hide it from his audience.

To conceal deformities or imperfections of the eye. Such as glacoma, cataracts, or corneal scarring.
