Hi. Answer 1 is correct. If you mean what holds the galaxies together as they spin, or groups together as they move, that may be the "dark matter/dark energy". http://en.wikipedia.org/wiki/Dark_matter

Galaxies *do* merge so there's no 'black force.' Or were you trying to ask why do galaxies merge? That answer would be gravity.
