I'm trying to get a poll because that to me is weird, I would be a little irritated, and got away from him. This also is not during Marti Gras, or anything where others are flashing, just walking down the street or ya know where ever.

Now that guy is a perver. He's a complete stranger. Just walk away or if you have learnt self defence class, (my sis learns it in high school) use it. Or go and walk close to someone. He might not attack you with company next to you.
