Judgment being made of a thing that cannot be thought as part, whole, equivalence, uniqueness, link, and the whole shebang:

Someone tried to compose a catchy statement full of idealist zeal, but it makes no sense at all.

Existence does not start with thought and self consciousness does not start with sense ability but knowledge does start with sensibility but not with thought. Your abstract concepts "part, whole, equivalence, uniqueness, link, limit, influence, sensation, origin, derivative, rule, condition, intent, and fulfillment" do not exist; there is no logic outside of sense data representing their selves as real objects, actuality needs no logic, only sense data misidentified as real objects. There is no perfect thought.

The Will is positive, the Judgment is negative.

I think it's a false concept. Otherwise I would not know God and have faith, both of which I know exist and are true. I don't need to see God who is a spiritual being to know He is there. I can see the evidence of Him instead in many ways..

You trust in many things you can't see or determine by your list above. Think about it.
