Example: I was going down a steep hill yesterday with my cruise set at 60 MPH and the car stayed at that exact speed the whole time.

It lets up on the fuel an used engine drag to slow the car down. Depending on the grade of the hill, it may not keep you at the same speed. I know some hills in Summersville WV (speed trap capital of the USA) where cruise control won't keep you under the posted limit even if you set it there.
