Yes, as a Permanent Resident of the US, your brother CAN get into Canada with his greencard. BUT that is by land or sea. You would need a passport to fly.

if he is not a US citizen he will need a passport and a visa

I'm going to say no if he's not a US citizen. Look up online a hotel in Niagara Falls, NY and call and ask them. Seriously. I went there and they knew exactly who could and couldn't cross the border with what documentation.
