I don't quite understand the "ad prosequendum" part. I know that habeas corpus is about the legality of detaining someone, but this is a motion filed by a prosecuting attorney.

Habeas corpus ad prosequendum, a writ ordering return with a prisoner for the purpose of “prosecuting” him before the court.
